After Lucifer’s fall, Fallen Angels were public enemy number one. They were cast out without trial or due process. Under Raphael’s proposal, all Fallen Angels were to be excommunicated or executed on sight if they reared their heads again. This forced them to flee to Hell where either Lucifer indoctrinated them or they were doomed to wonder the Circles of Hell alone. It was meant to be a short time measure as Heaven rebuilt from the devastation of Lucifer’s rebellion, but Raphael always vetoed any attempts to relax the law. He blocked any attempt to introduce mental health provision for those who fell, but had committed no crimes.
I do wonder whether the measure is now counter-productive. It’s been six millenia since the Fall. We’ve come so far in terms of knowledge since then, but that knowledge doesn’t inform policy. It’s a reactionary, impulsive measure that creates more harm than good, in my opinion. I suspect at least Uriel and Gabriel agree with me, but Raphael doesn’t care. Only his way is the right way. I hope that it doesn’t come back to haunt the Archangels and stain their legacy.
